When there is blowing or wet snow, when it covers the lights it does not melt as it did before. The heat from the street lights used to heat the ground below too just enough to melt the snow, ice a bit and did help with clearing snow and ice a tiny bit That does not happen anymore and one can notice a difference. These little extra costs do add up and cut into any real savings both monetary and environmentally.
